ok this is my 2 cents.

everytime the temp is 3 degrees or below, this warning automatically comes up. so pretty much, it is an indication of POSSIBLE icy roads. our lancers are not that high tech in terms of detecting icy roads ahead. its just telling us to becareful, its cold so hence there MIGHT be some icy roads.

any other inputs?

yeah, its programmed to do that (but not necessarily at 3 degrees). same thing happened when i had my chevy cobalt... it would say "icy roads" or something during the winter... its based on temperature.

The stock tires in my opinion are considered Summer tires. The Wet traction is so so but enough for spring. But Winter Driving is where Death and Destruction will occur. Be very careful when first snow fall happens. I am referring to the 18" stocks, I didnt see what tires the 16" DE and ES are.
