I'm not gonna argue with you about it. I spent 2 hours driving around with the multiple colors on (including red and blue) and passed about 8 cops and not one of them tried to pull me over. But you can keep on thinking I'm doing something wrong if you like.

Underglow is a risky area, with a quick google search there was some people who got tickets for their underglow (in Ontario) and others who got away with it. I'll see if I can find the link for you, it was a bit weird since the targeted colors varied by region.
As I said to someone else, not being pulled over isn't proof that it's not a traffic violation. A lot of people drive drunk but not everyone gets caught.

http://forum.neoncanada.com/index.php?showtopic=31969 As a general rule (meaning a rule that is almost universal from state to state or province to province), any colors that are used by emergency vehicles are off-limits because they can confuse drivers into thinking you are an emergency vehicle. If someone got into an accident because of your underglow (not likely unless they're extraordinarily dumb), they could sue and maybe even win.
I do agree with you that it varies even from city to city. For instance Toronto, I was told the only colors you could get away with are like green, aqua, pink, purple, yellow.
I live in a small town and the cops just really don't care here. Now, if I drove around and flipped my strobes on, then ya I would get in crap for that LOL
