add a stock frame and stock block one for 2017

 

There's already a stock block list. It would be redundant and unnecessary to have a specific 2017 list for it.

 

I concur, there should be a 2017 stock frame turbo list for evo 8/9/10. This kinda fell off the face of the earth. Myself and others will be tearing up the fp zero this year.
