I might consider buying a used evo that has been mod'ed and comes with dynoflash. If I do, the parts are coming off, going back to stock, and I'm starting fresh with a stock platform. My question is; What are my options to remove the dynoflash?

 

send AL the ECU he will return it to stock, or you can "sell" the flash to someone else. Look in the DYNOFLASH section AL has a whole thread about reselling your flash.
