You can do either a MBC - or drill out your boost resitrctor slightly

21 psi is fine on 91 if its just a peak and then fall down towards the red line to 19 or so

You should be fine. Al custom tuned my car with 91oct and max boost, I have a Halman MBC and I can hold 1.4bar steady pass 7000rpm.
I am currently peaking about 25-26psi then drops to 20-21psi over 7000rpm but I can maintain way more than 22psi before the 7000rpm

Answers...
1) yes although even before should be fine as the car is rich with the stock ECU
2) Al mentioned that you could have it spike to 21 but it should then fall to around 19 at higher RPM's

Hope that helps.

you will have to have a boost gauge , then you just follow the instruction on the MBC, most say start with it open, then you turn it by 1/2 or 1 turn to adjust up to the boost you want. not to tuff just about 3-4 runs in 3rd and 4th gear to redline will tell you if you need to cont. to adjust. look in the how tos here there is a good write up.

1 - NO 20 psi is the max in 4th

You need a MBC to reach 21 psi
