How does it cut boost? Can it also pull timing? How much for the HFS-5 shipped to IL 60169?

It cuts boost by cutting the signal to your wastegate solinoid or a additional solinoid if you have a MBC

Timing can be effected if you have a stand alone

In most cases lowering the boost is sufficent to save the motor and alert you to any problems or failure (which I have never seen on a properly installed kit BTW)
