I owned a 2000 Maxima SE 5spd. It had the valve too. The difference of 5 hp came from a more free flowing muffler. The new muffler didn't have a crome tip like the 2000 maximas but flowed a little more air in the high rpm range. All 5th generation maximas had the valve.
