How to change Idle RPM?

The common things like ^^^ posted are already adjusted on my personal car, has no effect on idle speed. Anybody else adjust the idle and have luck with it on a IX? Also noticed that once adjusted, the throttle reacts NOTICEABLY slower when blipping it at idle.

High idle at cold startup is for emission purposes.

Also the car is in open loop at cold start.

I think it is to bring the cat up to operating temp faster so that it functions as intended.
