BDEL maxes out at 159.4, and that is a target "Load" parameter not a target boost parameter. BDEL and Boost Control Load Offset work together to set your target engine loads in various RPM ranges.
The boost control parameter is the "Max Wastegate Duty" but it's useless and already at 100% on a stock set-up. You have to make some modifications to the boost hoses and then you can change the Wastegate duty # and it will control the amount of boost; there is a great thread about this if you search.
