Any ideas why my stationary rev limit is not working?

I have it set to 5406. I mash the clutch pedel down, and I have the front tire in a bump in the road and the car is not moving. I bought the car used, and it has never worked. What other things can I check to find out why it is not working? I was just under the impression it just had to have an RPM setting.

Is it revving past the limiter? If so maybe you should raise the revs slower and then it should engage.

I tried revving it up slowly to 5400 but it went right by it.

Clutch in all the way to engage both switches (do you have an alarm or auto start?), Vehicle speed less than 3mph, WOT. Not roll into it...HAMMER it.

Found the problem. Guess the previous owner unplugged the clutch switches. Works like a charm now.
