EVO 8 stalling and idle issues
Do a book leak test first if you can.
Then try unplugging the IAC motor then start the car and see what happens.
And last try using the idle speed adjustment mode and mess with the BISS to see what that does.

What version evoscan you running?
If you got 2.7 its the actuators button on the right and you'll see it under there. Activate it then try adjusting the idle down.

Sounds to me that the throttle body needs removed, fully disassembled, and cleaned completely. You would be amazed at what a good cleaning will do.
+1 on the boost test. Chances are your throttle body seals are hosed and/or something else.

Have you tried a hard reset by unhooking the battery for 30 minutes?

Disconnect the battery
Try to start the car (the draw sucks any current left in the car)
Reconnect the battery
DONE
Do it fast enough and you won't even lose your radio stations.
