Is this a boost leak?

I finally got my cable in the mail. So, I installed the JDM MAP that's been sitting on my table for a few weeks now and decided to go log.

Well, when I took at the logs I saw that the boost reading from the JDM MAP peaked at about 16 and tapered to 12. My atmospheric pressure offset for evoscan is 14.5. This log was probably taken at a slightly higher altitude, but not nearly enough to explain what seems to be 4 psi short of what stock should be. At this point I should probably mention that the car is completely stock apart from the JDM MAP and a reflash for tephra patch for 1byte load and the changes for the JDM MAP.

So, I replaced the o-ring on the JDM MAP with the stock MAP o-ring and took some quick logs at sea level to see if that was the problem. I didn't really have enough room to get full 3rd gear runs (I live in NYC), but I did get a few WOT data points at 3000-5000 rpm so I could see peak boost. Slightly better, but still WAY short of 20psi.

Then I tried putting the stock MAP back in to see if the load levels would go up, but unfortunately, they didn't significantly.

So, this is all a long winded answer for my question: Why is the boost so low? I'm also seeing load peak around 200, or just short of that. This also seems slightly below what stock should be, correct? (stock hould that peak at 220 or so)?

I'll try and put together a boost leak tester and check it this weekend, but wanted to see if i'm on the right track or if anyone else has any ideas.

Also, anyone in the NYC area already have a boost leak tester?

Thanks for the help!

here's a graph of a 3rd gear pull from the first log:
