Confuse Injector Scaling

I'm trying to scale FIC 1050 again. Only worked with idle today. I haven't mess with the MAF scaling and I do have a open cone filter. First setting:
Scaling: 1008
Latency: 4.440
1.752
1.056
.864
.552
.432
Cycle 1 (Low): 1.171
2 4.101
3 7.03
4 8.20
5. 5.46
6 5.85

Using the methods describe in threads and Merlin's guide, I added the difference between the lows and STFT and the average of all cycle was approx 10%. Next setting I decided to reduce the scaling by 10% or as close as possible.

Settng 2: scaling: 914 latency the same as setting 1

Cycle 1: 5.85
2 2.92
3 1.56
4 .05859
5 -1.367
6 -4.2968
adding/averging the lows/STFT yielded -3%, so I decided to reduce the latency

SEtting 3: scaling 914
Latency: 4.296
3.096
1.704
1.032
.840
.528
.408

Cycle 1: 2.926
2 5.664
3 5.078
4 2.73
5 2.9296
6 0.5859

So, should I continue to fine tune or just go with setting 3 and begin cruising with that setting?
All my setting show a good fluctuation, is this normal?
Do I need to do MAF scaling to fine tune because of my open element filter?
