No ECU ID/Case ID/ checksum module normal?

No ECU ID/Case ID/ checksum module normal?

Pulling my rom I noticed there's no values for ECU ID, case ID and checksum module. Wondering if it's normal or could be a clue why I can't connect to state inspection computers.

I'm not familiar with New York requirements for smog, but CA state inspection computers look for the OEM, stock tune in order for you to pass. The required OBDII monitors can be ready, but IIRC the CAL ID, CVN, ECU ID, Internal ID, and immobilizer codes ALL have to match before you have a passing chance.

It should still be possible to connect with a speed density Tephra map, but I don't know how it will do for passing.
