O2 won't cycle on initial start

O2 won't cycle on initial start
So I noticed this recently once I purchased and isntalled my FIC 850's. Not sure for how long its been doing it because I never paid attention to my fuel trims when I had the stock injectors.
When starting my car, when it is cool enough that the front o2 needs to be warmed up, the sensor and my STFT will not cycle. I can let it get up to damn near operating coolant temperature and it still will not budge. Once I apply any throttle, and I mean any, even the smallest blip, it will start to cycle. I replaced the o2 with a brand new unit thinking that the sensor is on its last legs, but still the same scenario.
Stock MAS, Tephra V7 9417.
The only thing I can think of is my TPS sensor voltage. At idle, i'm at 12.1 volts. Prior to adjustment, it read 13.3. When I set the tps after rebuilding my throttlebody, I set it exactly how the service manual states; .535 to .735 when closed. I believe I left it at .6XX something and thus got the 12.1 volts at idle. I assumed all is well. Could this be a contributing factor?
