Issue: Unable to make changes to fuel and timing map
So the car in question is a buddy's evo on tephra v7 SD. Car was tuned by a shop some time last year. The car runs a bit lean up top so I am trying to richen it up a bit. The problem is, I can make the changes to the fuel map, write them to the ecu, but nothing happens?
What I have tried:
I Made changes to small things like rev limit, 2step etc. They all accepting the changes and worked, no problem.
Went back to the fuel map and nothing. (Yes I am correcting the right fuel map)
I have went to the extreme rich side on the lean area of the map and nothing happened.
Yes cable (1.3u) works fine, tested and use on my own evo.
Any ideas?

This is at 20psi... we are seeing a/f ratios in the mid to low 12s near redline on pump. Its not knocking but still makes me uncomfortable.
Taking it back to the tuner is not an option either.

Wideband (aem uego) and boost (omni 4bar) are being logged correctly. I am logging via evo scan. Car is not knocking at all. Either way, if I make it really rich or really lean I should see some change in how the car is reacting. Car is doing nothing!
I wounder if I should put a brand new map together and copy the tables over... but this just not working rubs me the wrong way.
What do you guys think?

Built head, built bottom end, fp black etc.
Injectors are fic 1250's I think. Fuel pump was just upgraded to a brand new walbro 450. This is on 93 oct. So fuel is not the issue. But the ecu allowing me to adjust it, is.
Really stumped here.
If I can write idle, rev limit and 2 step changes to the ecu, why can I write changes to the fuel map?

Guys the issue is more of why I can't edit the fuel map positively or negatively. The car Being a little lean up top doesnt bother me that much at the moment. Me not being able to edit the map is a bigger issue.
