questions about ETACS operation

Hey guys, while Im waiting on a chance to get the factory manual ordered, Im trying to find some help with figuring out the operation of the ETACS ECU on my 03 evo. My main problem is the park lights never shut off. They are dimmer than normal, like a system is being backfed. If I remove either of the tail light fuses (#20 or #21 under hood) the left tail light and both rear side markers go out, but right side stays on. If I remove under hood fuse #13, all lights go out. According to the wiring schematics I have (Mitchell online service) #13 is only used to feed power directly to the ETACS unit for the turn signal relays. The part that is confusing me is while removing the fuse will shut the lights off, removing the ETACS ecu does not ? Does this system operate directly off of a switch, or does it require some kind of pulse from the turn signal switch/ecu? Or am I missing something altogether obvious?

I know this isnt a system many people have had to deal with, and Im hoping theres someone out there (Mitsu factory specialist maybe?!?) who knows enough about this system to guide me in the right direction.
