Hello,
I was wondering if I can get a evo IX bumper and install it on a Evo 8? Does it bolt right up or do i need to get any extra hardware?

Yes, you can do it. I have a buddy that did it on his after an accident and was looking to do the same on mine after an accident.
The bumper cover itself is about the same price. However, there are more grilles in the IX bumper and they are all different from the ones in the VIII, so there is more cost associated with it.
The dealer was also talking about a minor issue with the hood latch - that a little cutting may be necessary to make clearance for your hand to open the hood. I am not too sure I agree with that part, but I didn't look too closely.
