Electrical problem...please help!

OK here is the backround.
I was driving down the road and came upon some construction. I was forced to drive over the road edge/anti-sleep/rumble strip (whatever it is) on the edge of the highway. When I did, the entire electrical system shut off. Lights, engine, radio, everything went off for only a second. Then it came right back on. I thought it was jsut a loose wire because I have a battery relocation kit. I checked the connections and they are all good.
But now, the car only charges at 12 volts (not 14). Everything I do (radio, fan, lights) brings the voltage down. But when I turn that stuff back off, the voltage runs back up to 12.
I don't know if it is a battery problem, a voltage regulator problem, or faulty wiring.
Please help.

the only electrical stuff we have underneath our cars is the alternator wire, that would be the first place to start your mission.
