If you look up your state law, and it just says "front of vehicle" it will also say something along the lines of must be kept clean and free of snow derbis and mud bla bla bla. With that being the case, the front windshield is technically the front of the vehicle. I have had fix it tickets many times, and I keep a print out in my car of what the state law is, They can't argue. If its not specific, you can win, I have 4 times now in court. Plus, call the dmv, court house, local police, and state police, and compare answers they give you. They all might say somethign different, like in my case.
Have you ever thought about using some high strength magnets?
Install some magnets on the inside of your bumper (using epoxy or high strength adhesive).
Then I would line the back of your plate with some soft material (felt, thin rubber, foam, etc). That will help prevent the plate from scratching your paint.
