fog doesnt work

fog doesnt work
the fogs never worked in my car (im not original owner).... never really bothered me until recently so decided to tackle the issue....
first i verified the fog bulbs are in good order. second i checked the fog fuses with a volt meter, they seem ok. third i narrowed down the relay to one marked "B" on the engine bay fuse box. now here is the big dilemna...
first i removed the relay and jumped the relay "B" connections with a fuse; that forces the fogs to turn on. i also verified when i press the fog button/switch, i can read 12 volts in the relay connection. so i thought maybe the relay "B" is dead? next i tried stealing the relays from the other 3 spots but no go; cant be failed relay i think, whats the chance the other 3 relays are also bad??!!. cant be the fuses since i can force the fogs on by jumping the pins in the relay connection. cant be a bad fog button/switch cuz i can register 12 volts on the relay "B" connections , when i press the fog button/switch.
any ideas?
i verifed fog lights can be forced on; i think this proves it cant be bad bulbs or fuses. i verified fog button/switch pressing "sends" 12 volts to relay "B" connections. stealing the other relays in the relay "B" spot doesnt help. im stumped!
