HKS Turbo Timer, Car runs, no countdown

Just put this in last night, used an MT-6 HKS harness to install a new HKS Type 0 Turbo Timer. Works as it should when you turn it on, somewhat annoying loud *** beep when you turn it on, you can set timer values and check battery voltage, e-brake wire is hooked into the e-brake.

When I turn the car off, it stays running but the timer doesnt count down. If I drop the E-brake, or hit the center button on the timer the car shuts off, but if I just leave it there the display says 0.30 and doesnt change, beep, or shut the car off. Im starting to thing I got a bad timer.

Well I took the timer and harness out, just for ****s and giggles tested it with a battery. With power to the red and green wires (constant and ignition) and the ground and e brake wires grounded, the timer turns on. If I take power away from the green wire, the countdown starts, and when it gets to 0 it shuts off and you can hear the relay in the box click. So either my car or this harness is messed up somehow..
