Mut 3 protocol

Does anyone know whether the Mut 3 protocol has bidirectional controls. I am having an issue with my Evo 9 RS throwing EGR code P0403 upon startup. I clear the code but it comes right back when the car is started. I have gone through everything; solenoid, vacuum lines, EGR, mfi relay, checked for open and grounds in the control circuit, and I cannot find anything wrong. I need a way of activating the EGR to see if the problem lies in the computer. I was curious if the Mut 3 is capable of this or whether someone knows of a scan tool that’s capable of activating EGR without breaking the bank?
