I installed the Perrin MBC . Set it up 4 turns and it boosted at 22psi but at 3rd gear it would spike to 30psi. So we turned it back down all the way to the "stock" setting and it's now running at 20psi every gear. However it now spikes to 30 psi and stutters when I downshift in 3rd and punch it. We were thinking of disconnecting the blowoff valve on the exhaust side and capping the intake side of the turbo piping to relieve any compression spikes. Will this have adverse affects? Would it be like running a atmosphere blow off? If yes, then what could I do to fix it?

Thank you for your purchase! First check that all boost management is bypassed (vacuum wise not electrically as this may cause a CEL). Connect the MBC between the compressor and wastegate actuator. Do not 'T' any other leads into this lead.
Also, be sure that the end of the PERRIN™ boost controller with the smallest ID is placed toward the wastegate actuator. Getting these backwards can certainly cause problems.
