No turbo spool up??? Any help?

Not on my car but on a friends 2003 EVO....it is not the factory boost soleniod or IC piping either. I dont even think the turbo is spooling? Also on the factory boost solenioid is the vaccumm line with the boost pill in it supposed to go to the first nipple closest to the radiator and then the other vacc line next that goes to the airbox? Thanks for any help.

start with pulling off intake and makins sure the turbo spins. Also check for shaft play in the turbo since the intake will already be off.

What are the mods? Do you have a BOV...if so it may be stuck open.

Yea I will check the BOV......I checked the compressor wheel and it is ok. The car is stock. I do not know how to check to see if the wastegate is stuck open, so if I can not find the problem tomorrow I will have my buddy take it to the dealership, which I already know will be a problem for him befause when he called them to tell them the problem, they said that they would have to call in a specialist to take a look at the car and too all make sure the car had not been modded. So i can already tell by that, that they are going to try and rip him a new one. I am so glad I do not have my EVO now because of this very reason. Thanks everyone for the tips....I will let you all know the outcome.
