Vac Lines without MBC

I am posting this in the EVO forum, even though it's about a regular Lancer with turbo kit, because you guys have more experience with boost. Following up on a post about running vacuum lines posted by Dookie in the US Lancer FI forum, I have some questions of my own. Can the vacuum line being run to the wastegate come off the intake manifold instead of the turbo if you don't have any boost controller installed (can a Tial external wastegate have negative pressure sent to it without problems)? Is there a danger of boost spiking with the lines set up in this fashion?
