Need help boost problems!

I was wondering if any of you could help me with this boost situation. About a week ago my car started to boost to 16psi intermittantly. So I took somethings apart such as the MBC, checked the IC pipe, and all other vacuum fittings to see if there was a leak. Unfortunately, this got worse and the next week the car would only boost everytime to 15-16psi max.. It felt like the wastegate was not opening. So the next test I performed was to inspect the wastegate acuator. After the actuator failed to hold vacuum, I assumed that was the culprit and I ordered a new one from Mitubishi. Today 4.10.05 I put it on the car and reconnected the boost contol back up and went and did a run. Funny thing was the car still would only boost to now around 17psi on a hard boost. So thinking that maybe the Hallman MBC ES was malfunctioning, I put on the older Hallman ball type brass piece. Soon I went back out for another drive, but the boost would only go to 14psi... What the !@#$$%? I remember reading that some of you would also check your sparkplugs, so I did. Plugs look fine and grey. I am at a loss now!

So to summarize this up, I replaced the bad actuator, but still don't seem to be getting much better boost.. Is it obvious if the wastegate is open or closed? Has anyone have any idea what I should do next? I have a lightly modded evo with tbe, aem intake, mbc, upper/lower IC, FMIC, Safc2, and test pipe.. I will take any
suggestions.. Sorry this is so long.. I appreciate everyones help in the evolution community!

you have a boost leak.
What diverter valve is in the car? Stock? If so they can split open since they are only plastic.

The actuator sees pressure and not vacuum, by the way. And if it was not opening you'd have plenty of boost.
