Yeah... I doubt it's road legal either.
But for the money you have... look into getting that Ralliart ECU for the Evo7.. I read it adds pretty good HP with just the ECU swap. Built especially for the Evo7 by Ralliart.
Also... the Buschur would extend out too much with the evo7 rear bumper. Might wanna think about that if you care about how it looks.

It's not going to be road legal. I doubt he will have a problem getting his car though. I know who is importing it and I know they can get the cars into the country, so don't sweat him.
If you ask me, I say get some Ralliart stuff. Perhaps JDM pieces will be better for you? You can probably talk to the people importing the car.

I did the 11.3 at 23psi with a 50shot nitrous.
The car can handle way much more boost but dont want to turn it up until i get full management and can interfere with ignition/timing etc...

Keep in mind that the Ralliart ECU is meant for Japanese 100 octane gas, and assumes you aren't running a cat. Sure, it should work and you can even finetune it with the SAFC or something, but if I were in your shoes I'd be asking AEM if their EMS is compatible with the 7.
Edit: You will see / feel a substantial difference with the Ralliart ECU in conjunction with a uprated fuel pump and some sort of boost control.

all standard cars from japan are suposed to be run on 100ron fuel. so the ralliart item is fine. the std ecu will run 21psi without cuts no problem. all E8 engine mods will fit your car.
basic mods..breathing (turbo back and filter) boost controller to 1.4bar...then its ecu time
