What is the purpose of the really small hose that connects to the intake tube, and runs to a valve on a bracket / switch, and from there to the waste gate assembly? What would be the effect if it was not connected to the intake, and open to atmosphere? Thanks.

 

It is the waste air coming from the boost solenoid. It can be disconnected. Just make sure nothing can get in it.
