Boost Taper

I've read on here but have not found any definite yes or no answers to this question. So, my question is this -- does the ECU still control boost even with a MBC installed? I have an 04 with a BR MBC set up to 1.4 ~ 1.5 bar. I will hit max boost rather quickly but when I start approaching redline I notice it taper off like stock. I have listened for leaks but don't hear any -- if i have to I will check for a boost leak. But to solve my curiousity -- does the ECU still control boost?

it will taper no matter what.

the turbo just doesnt flow enough cfm to keep the pressure up.
