compressor/turbine matching

Hey, anyone w/ a very good grasp of turbocharging technology, could you help me out here?

Is it possible to (within reason) match up the right compressor/turbine in order to opperate under a given set of parameters?
EX1: want a turbo that will spool @ ~2k and puff out around 5k, but make ~33psi
EX2: another turbo that will spool @ ~4.8k and hold up to 9k, making ~33psi


Reason: if this is possible, I want to have a TT Evo. Not soon, but definately the goal here. Also, please no nay saying, I will enlarge the engine bay if neccessary to make this dream work . I just wanna know if this type of turbo mating is possible.

I will have my car no other way, I must have incredible spool AND high boost @ high rpm. (makes me ask myself why sequential TT owners ditch it so fast)
