Is it safe? can a stock engine handle 8500rpm ? or does it require engine rebuild ?

No its not safe to run a stock engine up to 8500 rpm , you would need to modify it. Its safe to run at 7500rpm on the stock engine.

I have been running my car with the mines ecu for a while now and it seems to be OK. However, I have not had the engine at 8500rpm for sustained periods

 

I thought it would need supporting mods in order to make 100% use of the ecu?

 

At least factor in a new camshaft and maybe valves if you want to sustain an 8500 redline.

most stock 4G's safe rev limits is 7500rpm.
cause it use hydraulic valve lash adjust system.

It's a best solution for auto adjust valve lash on mass products,
but not good for high rev.

so want to use more rev. have to change solid type lash
adjust. but it make valve noise when engine cold, low rpm.
needless to say, change valve spring, cams(more duration and lift).

for more rev, change dual coil valve spring, harden valve seat,
harden spring seat and well balance need your engine.
