A few issues to discuss

Well my car is ever so slowly making progress and I've stumbled upon a few issues that I don't really have time to fix at the moment, so I figured I'd try and get some ideas as to what may cause them from you guys...and I'm bored. So I believe it to be first and foremost a boost leak. When I hit full boost (21psi) i hear a loud fluttering noise, and my boost gauge rises to 24-25 psi...on pump gas. (Uh oh) Anyways I figured this to be a reaction from the leak and the turbo compensating for the release in pressure, if i were actually hitting 25 psi on pump i would surely hit boost cut. Secondly, I also believe this to be caused in part by a vacum leak. At lower speeds and partial throttle the car stutters sometimes and I hear a discharge of air coming from the BOV. Now with all this said, I have not done any datalogging yet as I've been away from the car the last few days and not had time so unfortunately I cannot offer any tangible data. Any suggestions or possible extrapolations (If i may use the term) would be appreciated!

a common fix to this is replacing the stock BOV with a MR or forge recirculating one.... i imagine you have checked all hose clamps and good stuff like that?

Yes, Its not the BOV. The bov holds fine, and I have a Tial sport so thats definetely not the issue.
