External Wastegate to alleviate some of the twin scroll design bottle neck?

External Wastegate to alleviate some of the twin scroll design bottle neck?
People seem to agree that the twin scroll design EVO's provide a bottle neck at numbers above 400+. Would running a 20g/WR with a external gate reduce this bottle neck?
