Turbo Coolant line Bolt Size?

Turbo Coolant line Bolt Size?
What size are the bolts that hold the coolant lines onto the stock turbo? My largest wrench/socket is 19mm and didn't fit. 21mm??

If anyone cares the coolant bolts are 22mm and the bolt for the oil line is 19mm on the turbo.
