From what I know, this engine is a traditional DOHC motor, no electromechanical valve mechanisms to increase lift or adjust cam duration/Timing. This engine produces quite a bit of grunt over a fairly wide RPM Range.. The biggest advantage of VVTI or VTEC systems was to broaden the RPM/HP Range of a peaky engine, where its power generally would peak at a higher RPM than what most people use.. having variable valve timing allows them to broaden that range for drivability's sake, plus return to the high-revving peaky power under performance driving..

AVCS (Active Valve Control System) in the STi (and other JDM cars) has three "maps" that the ECU uses to
1. Improve idle stability
2. Improve fuel consumption at medium speeds
3. Improve power output during high engine speed/load

Depending on several factors, the ECU decides which map to use, which can help it maintain a better VE.
