Megan Testpipe flanges not alligned?

Megan Testpipe flanges not alligned?
I just got my MEgan testpipe and it seeems as though both flanges on each side are matching up...If the testpipe is standing up straight then the holes on the flange on the bottom dont match the ones on the top...Is this how it's supposed to be?

Yes they're offset from eachother.
