turbo failure?

turbo failure?
hi, got a problem, whirling noise that increases as pressure increases, pressure never gets above about a half pound. When trying to boost the pressure sort of jumps around on its way to 1/2 lb. (if that high). Running an eboost 2. No changes to settings. Turbo is not being controled by the ecu.
checked hoses, clamps, actuator rod.
I ran a lapping session, went for gas, came back and parked the car. Next session, went out and heard the whirling faintly untill I tried to boost. No boost, no gradual failure, worked then it didn't.

did a pressure test of the intake system, not a leak anywhere. sort of hoping I had a big hole somewhere.
checked the intake side of the turbo, wheel spins like a top, no slop.
going to double check how many clicks I should hear on the boost solenoid, but it did tick twice.
the actuator rod is connected and there is a strong resistance to pulling it. (difficult to handle the thing very well with the cramped space)
any other items to consider?
