Caped off nipple? why?

on the top pipe in the picture there is a nipple on mine and it is caped off. can anyone tell my why and what it goes to.

That's the pipe that comes off the turbo, providing the pressure source for the factory boost controller.

People who use MBC or EBC's sometimes don't use it.

i installed a MBC on mine and i never touched that line. maybe the owner befor me had on on befor i bought it.
