leak test help

hey... can anyone help me on a leak test...my turbo is whistling like crazy everytime i boost so i thought it be a leak and now its whining even louder...i took everything apart and turbo has no visible damage whatsoever plus its new turbo...

i made a leak test myself and hook it up to the compressor side... capped off every hole on the ic pipes... im using a manual pump with a gauge... im about to hit 20 psi on the gauge but it leaks off right away.... do people usually use a air compressor or electric pump of some sort to do the leak test?? im not able to find leaks anywhere but when i pump..its not holding... any help??
