As mentioned a 2.1 60ft in an AWD car is just horrible. Work on that, check the drag forum for tips.
8.9 in the 1/8 is slow - as is the 13.1 in the 1/4 for your amount of boost - assuming a good tune.
How's your shifting?

There's definitely something wrong with the car. It should be trapping much higher than 108mph. It should trap faster than that with just a reflash, sans mods. Could be a boost leak, old plugs, exhaust leak, crappy BOV, who knows.
Have you tried to tune your car on the road? It's not easy, not to mention dangerous - very difficult to get enough consistency to establish solid data to then analyze between runs (assuming you have good logging capabilities). Overall it is much easier to get a good baseline tune on a dyno. Then log how it behaves on the street/strip/track and, if necessary, you can then fine tune it.

First, do a boost leak test as mentioned above. Search this site for a how-to on it. Your Evo IX with those mods should be trapping around 113mph on PUMP gas.
Sure, you could work on your launch and shifting, as can everyone; however, the problem lies with your car.
Your exhaust wouldn't happen to have the silencer still on, would it?
