BOV Flutter

Sup everyone, I am having an issue resolving a BOV flutter. When cruising down the interstate and I come up to a incline in the road, if I just ease into the throttle to make 5-10psi, my Forge BOV (set for recirc) starts to flutter, slowly at first then really fast. When it starts to flutter fast the car starts to buck until I get off the throttle or I go full throttle. I checked to make sure the vac line to it is good, check for boost leaks (couldnt find any) triple checked to make sure it was install correctly (the bottom flange connected to the pressurized pipe, the side flange connected to the intake pipe) I also took it apart thinking the block was getting stuck, worked fine and had plenty of lubricant. Then I thought the spring wasnt strong enough (blue spring) so I put 1 washer (maybe 1/8th inch thick) in it. That helped but not enough. So what am I missing to check?
