Which is better VTA or recirc?

Which is better VTA or recirc?
Im very new to Turbo cars coming from a BMW M3 so please bare with me in all my questions. I was wondering if it is better to VTA or recirculate with a BOV? I am asking because eventually I want to get one for my Lancer Evo. I know the VTA sounds very cool but I have heard it is bad. Can anyone tell me exactly how each method works and also the benefits of each one and which one they would recommend running on my Evo? Thanks for all the help!

VTAs pump excess boost to the atmosphere (hence their name)
Because of that, they trick the air flow meter into thinking a lot of air just went into the engine, and so the computer adds more fuel. They then cause a big puff of black smoke to come out of your engine from unburnt fuel. In Australia, they are defectable, because cars using them, rarely pass emissions.
Recirc puts the air to the intake again, before the turbo, which muffles the noise, and doesn't trick the Air flow meter. It's quieter, doesn't have emissions problems, and is why all factory cars use them.
Apparently, and I don't know if this is true... Using a VTA takes more stress off the turbo, and keeps it spinning faster to lower turbo lag. I can't see how either of those a true, but I've heard it from lots of places.
