Hahaha :P The (wastegate) acuator is right under the compressor housing (gold in color). The wastegate flapper is inside the turbine side of the turbo. Can't be seen from outside the turbo.
Someone should put down a detailed drawing of the turbine system other than those very basic ones like this..

i take it your hooking up a MBC? Well easiest way is get under the car, remove the platic gaurd thingy and follow the solonoid hoses. They lead ya to the turbo nipple and wastegate actuator.
The stock wastegate on your Evo is sometimes referred to as an integral wastegate. The wastegate bypass port is a bleed channel cast into your turbocharger´s turbine housing. On the outboard, or downstream end of this bypass port is the wastegate flapper valve. The flapper valve pivots on an arm which is connected via the wastegate actuator rod to the wastegate actuator, which is that stamped metal cylinder with a vacuum port on it.
So the wastegate flapper valve is located on the turbine housing whereas the wastegate actuator is mounted on a bracket to your turbo´s compressor housing. The wastegate actuator rod connects the flapper valve to the actuator. The entire assembly kinda hangs off the front, or radiator side of your turbo.
