id run your original list + meth and then get yourself some nice coilovers. 
I can't lower the car, the roads in STL are too ****ty and there are too man inclines.

ETS 3.5 FMIC.
ETS short route UICP and Lower IC pipe.
ETS Mini Battery kit.
ETS intake.
AEM tru-boost controller/Gauge
AEM wideband
ETS TBE
720 injectors
Fuel Pump
HKS cams 272s
Head studs
Rod bolts
And................get her tuned by a good tuner

I got my turbine housing ported from BR, and my manifold done at PPI. Both do a great job.
It's kinda loud, but liveable. And if you run the Buschur, Nisei, or AMS short IC pipe kits your going to need a mini battery. Just about everyone makes them nowadays, shouldn't have any trouble finding one. You're going to have some fun!

The lower intercooler pipe is the only one worth upgrading. You wont find much more hp in an upper ic pipe.
Save the intercooler upgrade for a bigger turbo, the OEM is rated up to 400hp.
You don't need a mini battery yet.
I wouldn't suggest meth for daily driving. Many do it w/ no issues but if anything fails kiss your block goodbye.
If you're VIII is still running the 9.8 hotside at least upgrade that or just pick up a used IX turbo and sell your old turbo to help alleviate some of the cost.

Hmm - 4k to spend on a stock VIII and looking for good, street friendly power?
I would skip the 10.5 hotside and just buy a good used Evo 9 turbo - until you compare the 8 and 9 turbo side-by-side you won't understand the difference. Some good cams (the GSC S1 seems like a solid choice), a full 3" exhaust with an ebay down pipe and a Walbro 255 fuel pump. Be sure to get a solid custom tune. Oh, you will need some form of boost control, either manual electronic. I prefer an EBC or ECU based solution that doesn't require adjusting boost every time the temps change. The stock airbox & FMIC are decent enough for the power levels with the mods above.
Along with those mods I would also add ARP head studs (or equivalent), along with ARP rod bolts & main bearing studs. I lost an engine to spun bearing because of a stretched rod bolt - something I could have easily prevented.
After that I'd grab some good wheels & tires. If you are considering suspension mods get help from someone like Robi; it's easy to make the car feel different without actually improving it's handling.
