Having boost Problems Help!

I just installed a Hallman Manual Boost Controller, and Im having boost problems. I have it set to 20psi, my problem is that when I go to boost in 1st it only goes to 10psi. Then when I shift it will boost all the way to 20psi. in 2nd Then Ill be driving and then stop and when I take off again this time it will boost to 20psi in 1st and 20psi in second. Also when Im on the high way I will be cruising in 6th and deside to boost it and it only goes to 10psi again. But if I down shift it will boost to 20psi(sometimes). Sometimes it wont and will still only be at 10psi. No sure what to do? I have it connected to the wastegate and turbo outlet nipple straight to the MBC. Does anyone know what would cause this, would it be the spring in the boost controller? Need help THANKS

if the lines were hooked up backwards the car would overboost, yes i bet you it is the spring or a boost leak, but def need the stiffer spring

Yes it hits full boost, and I dont think its the wastegate because it was fine before and it only has 8700 miles on it.

Well it has the heavier spring it in already. May be hooked up backwards but I double checked on the forums about connecting it up right and did it the way they said. Soo Im not to sure what it is.
