I'd think twice before getting something with tubular headers. Maybe you should look at a kit using Buschur's cast mani, but all his standard kits run an external dump (big problem in Cali). You can also run the Buschur mani with an internally gated turbo. Maybe he could hook you up with an internally gated 35R. Except for size, you'll at least appear stock.
Another option and one I would seriously consider is the FP/ Buschur Green. It is a completely stock appearing turbo and will not cause you any problems with the CARB inspection centers. It won't hit 500 whp, but it will perform and gives you a stock appearance.
you guys think that having this would be just enough to tho off a cop into thinking its stock and just thinkin its a clean engine bay

The best rule of thumb is just don't do anything stupid and you wont have to deal with any of them modified or not.

how does one blow the stock turbo? this is one of the first few posts I've seen regarding this. . .I wonder how much "life" our 16g's have at higher than stock levels. . .any ideas??

At sctuned.com you can get a Peak Boost Top Mount turbo kit for 8k. Yah its a lot but if you go there and take a look at what they give you, i doubt youll have to buy anything else if you go with that kit. It comes with everything and i say everything i mean it. Stock:
OEM ECU with ECUFlash, no piggyback or stand alone
Stock head with 264/264 hks cams with stock cam gears
Stock bottom end
Stock intake, filter, intake manifold and throttle body
Stock ignition
Stock fuel system except for 720cc injectors and Walbro fuel pump
