I was told that a pair of GSC S1 272 cams would work great on my stock head. So 280's on a stock head is not a smart idea?

My S1's are 268's but to answer your question, 280's are too big for the stock turbo IMO.

Not really so much the head but more it moves the powerband more towards topend and that is not where your stock turbos sweet spot it.

From my experience staggered setups complicate a bit too much just go with the proper duration for your turbo setup and you should make nice power

I wasn't going with the staggered setup just wanted to know why some people did that.
