i had to run a washer of ~0.060" under each fuel spacer / black phenolic piece, so my injectors would twist, as the oem injectors did.

the pte injector to manifold o-rings are garbage....as they cracked really bad in less than a year. use oem pieces.

it's supposed to sit flat. I'm running PTE 880's, and these and the 780's all sat flush. Your phenolic spacer is cocked, or crooked. Loosen the bolt, giggle it around, and it'll sit flush from there. I ran into the same problem on my install, but with some work, you'll get it to sit flush.

If you're worried about it, pull a PTE injector and compare the length to a stocker. Then you'll be convinced it should sit just like stock. GL!
