Sorry for the delayed reply but YES,it did pass no problem. I am in CT. and we are only second to Cali. in the strictest emissions laws known to the free world.
It is only a OBD scan and then a complete visual inspection and the emissions testing station that I went to the Tech that was doing the testing went to rear of vehicle and layed the "sniffer" close to exhaust to see if a cat was present, and it was, then proceeded to check with a mirror under car anyways.

While we're excited to hear this, please keep in mind that passing emissions is contingent on a whole bunch of factors...state of tune, cams, etc.

This is gonna be a part of my overall strategy, I'm thinking only basic bolts-ons for power:

Perrin Intake
Cobb TBE (Quiet, Unobtrusive) with 100 Cell HFC
O2 Housing
LICP
Walbro 255 lh
Wideband
Crankcase Vents
Open Source Tune with ECU Controlled Boost

And no cams.

Did I miss anything for basic bolt-ons?

How much louder does the exhaust sound with the 100 cell cat compared to a typical HFC?

compared to 300 cell, my MIL spec 100 cell cat is very similar in exhaust sound...both are much quieter than test pipe. Smell wise, 100 cell is bit stronger than 300 cell unit...but much less so than test pipe.

I appreciate the reply. I was afraid of the 100 cel acting like a test pipe, noise-wise, and I'm glad to hear your impressions. I may replace my Works HFC with the 100 cel next spring.

I have never seen it. Doesn't mean it can't happen, but I would doubt it.

Was recently asked some questions on how our cat compares to a test pipe from a few people, so I am bringing this back into the light of day

I just got this installed on my car in combo with BR O2/DP and a tanabe touring medalion and I am WELL impressed.

It's only slightly louder than stock (I was shocked, almost disappointed), it has virtually ZERO HFC smell and pulls like a freight train.

I can't believe how quiet the car is. compared to my 02 WRX with Vishnu Signature Series TBE w/HFC and Magnaflow muffler is is much quieter and MUCH less smelly. I'm VERY happy with this puchase. This car is turning into a serious sleeper.
